Utah Transit Authority (UTA) is currently seeking qualified candidates to respond to our Request for Proposal (RFP) for Embedded Police Social Worker Services or group(s) to provide social work services for the UTA transportation and community related mission. In an effort to foster transparency and ensure a thorough evaluation process, we have decided to convert this RFP into a contracted position opportunity.

Salary: CSW license: $27-$46 an hour (depending on experience)

                 LCSW license: $32-50 an hour (depending on experience)

Job Description:

Introduction

Utah Transit Authority, hereinafter referred to as "UTA," is seeking proposals from qualified individuals or organizations to provide Embedded Police Social Worker services. UTA aims to enhance the effectiveness of law enforcement and community safety by embedding an individual skilled social worker within the UTA police department. The embedded social worker will work collaboratively with law enforcement officers to address social and mental health issues and improve community relations. UTA is seeking an individual rather than a group, to maintain an ongoing relationship with the department and patients over the contract period.

Project Overview

The selected Embedded Police Social Worker will work closely with our police department to:

  • Provide embedded police social work for the Utah Transit Authority Police Department as soon as possible, to December 31, 2024
  • Provide clinical and intensive case management services to patients and or their families.
  • Coordinate patient referrals to other community resources for the best route of care for the patient and or their families.
  • Monitor and document all care given to the patient and or the patients family. Routinely assess the patient /family response to services.
  • Prepare and maintain timely reports, correspondence, and other documentation.
  • Maintain all records of work product.
  • Collaborating with local service providers and community organizations.
  • Data collection and reporting on program outcomes and impact.
  • Participating in community events, training, and education on mental health and social issues.

SCOPE OF WORK

The Embedded Police Social Worker's responsibilities will include, but are not limited to:

  • Respond to incidents with Transit Police Officers and EMS providers and provide immediate crisis intervention.
  • Provide direct case management services to patients and or their family. Including but not limited to: Crisis Intervention, ongoing assessments, goal setting, problem solving, service planning, consultation, support, information, and appropriate referrals.
  • Liaison between patient, department, community, community agencies, and other professional resources to coordinate services for the best care of the patient and or family.
  • Monitors and documents all care to patients and or families. Assess response to intervention and services. Prepare and retain reports, correspondence, and other documents.
  • Maintains confidentiality and sensitivity to patients and or families, on cultural, ethical, racial, and socioeconomic issues and diversity. Assist, educate, inform, and empower underrepresented populations in the community, including vulnerable communities, refugees, and immigrant populations.
  • Coordinate peer support officers and police chaplains to provide critical incident debriefings to incident responders.
  • Attend regular scheduled staff meetings as required, and other duties as assigned.
  • Work from the Utah Transit Authority Police Department

Qualifications and Evaluation Criteria:

This is a best value procurement. UTA will select the individual/team whose Proposal is most advantageous to UTA, considering both price and quality/technical factors. The technical factors will count at seventy-five percent (75%) of the total evaluation. The price will be considered twenty-five percent (25%) of the total evaluation.

Responses should address the following:

Qualifications and relevant experience of the individual or organization. (25 Points)

  • A bachelor's degree in social work or a related field.
  • Current State of Utah licensure or certification as a social worker, substance use disorder, or related field
  • Experience working in crisis intervention, mental health, or related fields.
  • Strong interpersonal and communication skills.
  • Knowledge of relevant laws, regulations, and community resources.
  • Previous experience working with law enforcement is a plus.
  • Must be able to pass a background check and become Utah Bureau of Criminal Identification Certified.

The proposed approach to the Embedded Police Social Worker role. (25 Points)

  • Clarity and comprehensiveness of the proposed approach.
  • Alignment of the approach with the goals and objectives of the project.
  • Innovative and creative elements of the proposed solution.
  • Feasibility and practicality of the suggested methods.

References and past performance. (25 Points)

  • List 3 references
    • Quality and relevance of provided references.
    • Positive feedback from previous clients or employers.
    • Evidence of successful completion of similar projects.
    • Timeliness and reliability in past performances.

Wage (25 Points) – The contracted social worker is for 40 hours a week, but hours will be flexible due to call outs and emergency situations.  Shifts can start as early as 6:00 am and the latest end as late as 6:00 pm.

Wage proposal shall be evaluated on the basis of both wage and cost realism. Wage will be taken at face value while cost realism will be evaluated based on whether the evaluator believes the Contractor’s price reflects a realistic understanding of the scope of effort and resources required to complete the project. Wage proposals shall receive a rating of from 1 to 10 based on both price and cost realism combined.

Evaluation Committee:

To ensure a fair and comprehensive evaluation process, we have established an Evaluation Committee that will review and assess each candidate's proposal based on predefined criteria above.

  • Cover letter expressing their interest and qualifications.
  • Responses should be no more than four pages.
  • Proposal detailing their approach to the Embedded Police Social Worker role.
  • Detailed budget, including all costs and fees.
  • Resume or curriculum vitae for key personnel.
  • References from previous clients or employers.
