Impact of Out-of-State Residential Placements for Juvenile Offenders

Study Dates: 2002 Study Description: During the 1990’s, the Utah Division of Youth Corrections (DYC) obtained funding to secure contracts with residential programs located outside of Utah that allowed for increasing numbers of offenders to be placed out of state in lieu of commitment to a secure care facility. The number of youth placed in these programs grew rapidly from seven in 1994 to a high of 103 in 1999. In July 2001, DYC contracted with the Utah Criminal Justice Center, located at the University of Utah, to examine these placements.
