Roundtable: Mandated Reporting & Schools – Exploring, Challenging, & Reimagining the School-to-Child
Welfare Pipeline
1:30 PM – 3:00 PM | Supreme Court, ML 4 (Marriott Marquis Washington DC)
Cluster: School Social Work
Organizer: Erin Sugrue, PhD – Augsburg University
Presenter: Ashley Daftary, PhD – University of Nevada, Reno
Presenter: Chelsea Prax, MPH, AFT
Presenter: Caitlin Lau, MSW – University of Utah
Public schools are a major source of child protection reports in the U.S., with education personnel making over one-fifth of all reports in 2022, despite research showing that school-based reports are less likely to be substantiated than those from other professionals. Unsubstantiated reports can overwhelm child welfare systems and cause significant harm to children and families, including intrusive investigations, stigma, trauma, fear of seeking help, and family separation. This roundtable will examine the complexities of mandated reporting in educational settings by reviewing existing research and presenting findings from three studies on reporting practices in schools. Panelists will discuss educators’ training, motivations, and reporting patterns; explore causes and impacts of over-reporting; and offer recommendations to improve mandated reporting training. The discussion emphasizes balancing legal obligations with anti-oppressive, trauma-informed, family-centered approaches, highlighting the role of school social workers as leaders in transforming reporting practices through research, education, and policy change.
Symposium Session: Exploring Harm Reduction Perceptions Among Persons Who Use Drugs and Service Providers:
Reimagining Harm Reduction Practice and Implications for Care Systems
1:30 PM – 3:00 PM | Treasury, ML 4 (Marriott Marquis Washington DC)
Cluster: Substance Misuse and Addictive Behaviors
Symposium Organizer: Theresa Anasti, PhD Washington University in St. Louis
Discussant: Emily Claypool, PhD University of Wisconsin-Madison
Harm reduction programs, such as syringe services and overdose prevention sites, are proven to reduce injury, infection, and death related to substance use. Despite their expansion in the U.S., many areas still prioritize abstinence-based treatment. This symposium highlights three studies that center marginalized groups—trafficking survivors, women of color, LGBTQ+ individuals, and rural communities—to examine perceptions of harm reduction and its potential as a trauma-informed, non-punitive alternative to traditional care. Together, these papers challenge male-centric, urban-focused paradigms and explore strategies for implementing harm reduction frameworks in underserved and stigmatized contexts.

under-served youth populations
FRIDAY, JANUARY 16

Roundtable: Liberating Social Work Education: International, Indigenous, and Queer Crip Pathways
to Pedagogical Transformation
8:00 AM – 9:30 AM | Marquis BR 10, ML 2 (Marriott Marquis Washington DC)
Cluster: Research on Social Work Education
This roundtable critically examines how social work education, despite its social justice commitments, often reproduces colonial, carceral, and Eurocentric pedagogies that marginalize Indigenous, international, disabled, queer, and transgender knowledges. Drawing on international, Indigenous, and queer crip frameworks and the lived experiences of the facilitators, the discussion explores how dominant pedagogical norms shape knowledge production, research, and classroom practices. Panelists call for a transformation toward anti-colonial, reciprocal, and liberation-based pedagogies that center relational accountability, accessibility, collective care, and diverse epistemologies, while offering concrete strategies for curriculum design, teaching, and instructor–student relationships.

Amid significant federal funding cuts targeting equity-focused research, this roundtable examines how historical funding structures have shaped social work science and explores strategies for sustaining equity scholarship in a rapidly changing funding landscape. Bringing together senior researchers, deans, and academic leaders, the session focuses on institutional leadership, diversified funding approaches beyond federal sources, and mentorship and investment strategies that support scholars across career stages. Emphasis is placed on creating clear pathways for doctoral students, early-career, and junior faculty to access alternative funding, build competitive portfolios, and advance equity-centered research through collaborative, institutionally supported models.
