Policy Regarding Posting or Distribution of Signs, Flyers, Posters, Notices, Brochures, Leaflets or Other Publications

This policy, which is specific to the College of Social Work, governs the posting of signs, flyers, posters, notices, brochures, leaflets, and/or other publications (“materials”) within the College of Social Work and its physical spaces.  It is enacted in addition to the requirements described in the University of Utah’s Policy 1-007: University Speech Policy.

General policy

The University of Utah College of Social Work provides one bulletin board, designated “University Community,” where individuals and/or registered organizations from the campus community may post materials in accordance with this policy. 

All other bulletin boards within the University of Utah College of Social Work are reserved exclusively for the materials of programs, resources, and/or events that are part of, hosted, and/or sponsored by the College of Social Work, and/or are considered University-provided resources.[i] 

“University Community” materials must be submitted to the College of Social Work’s Office of the Dean[ii] and stamped with an expiration date prior to posting.  The stamping process may take up to one week.  Posted materials that have not been stamped by the Office of the Dean will be removed and discarded. In order to be stamped, the materials must comply with the requirements herein.  

Requirements

Posted materials must include:

  • The name of the sponsoring group, organization, or entity; and
  • An expiration date stamped by the Office of the Dean.
    • In most cases, the expiration date may not exceed fifteen (15) calendar days from the date of posting.
    • The College of Social Work may grant permission to display materials for a period longer than fifteen (15) calendar days where a longer period of time is warranted to advertise University resources.

Restrictions

Posted materials may not:

  • Exceed a size of 11” x 17” (8.5” x 11” preferred)
  • Be posted to a bulletin board in duplicate (exact or substantially similar materials)
  • Cover more than 1/4 of a given bulletin board and/or cover the materials of another poster
  • Include content not protected by the first amendment (e.g., defamatory, obscene content)[iii]

No materials of any kind may be:

  • attached to walls, windows, doors, or mirrors; nor
  • left on tables, desks, counters, or other furniture[iv]

Rented Spaces

Organizations/persons renting spaces in the College of Social Work may advertise their events on the University Community bulletin board pursuant to this policy and/or in event sign holders provided by the Office of the Dean.    

Materials posted in event sign holders must include:

  • The name of the sponsoring group, organization, or entity;
  • The date of the relevant event or program; and
  • The location of the relevant event or program.

Sign holders may be displayed no more than 48 hours before the start of an event, and must be removed and returned to the Office of the Dean by the sponsoring group, organization, or entity within 24 hours after the event.

Removal of Materials
The Office of the Dean may remove materials from bulletin boards and sign holders when they expire and when materials are posted in violation of the conditions of this policy.

Note

The University of Utah provides reasonable space elsewhere on campus, both indoors and outdoors, for the posting of materials by the University community and its organizations.  Please refer to Policy 1-007: University Speech Policy for details.

 


[i] University-provided resources are services offered by units of the University that may be relevant to the College of Social Work community. Such materials are authored by the University.  

[ii]The Office of the Dean includes the dean, associate dean for academic affairs, associate dean for research, administrative manager of the dean’s office, marketing and communications manager, and/or individuals officially serving in these roles in an interim or acting capacity. 

[iii] The Office of the Dean will consult with University attorneys regarding this determination and prior to removing any materials from a bulletin board or sign holder.

[iv] This policy does not prohibit faculty and staff from posting materials within the interior spaces or on the doors of their private offices.
