The Utah Division of Child and Family Services (DCFS) partnered with the University of Utah Social Research Institute (SRI) to conduct a comprehensive needs assessment to guide strategic planning, resource allocation, and service improvements aimed at preventing child maltreatment and supporting vulnerable families. Conducted from October 2022 through March 2024, this mixed-methods evaluation included a quantitative analysis of DCFS administrative data on over 429,000 children from 2015–2023 and qualitative feedback from 289 Utahns gathered through provider surveys, stakeholder interviews, and community engagement sessions. The findings were synthesized into a strategic planning framework, identifying priority needs, service gaps, and actionable strategies to enhance prevention and intervention.

Palmer Court Employment Pilot

Utah’s most aggressive effort to end chronic homelessness and reduce overall homelessness started in 2004. Although “Housing First” guides the plan, providing employment and work readiness activities was part of this vision. Beginning in 2010, plans were developed to provide supported employment opportunities for formerly chronically homeless individuals. Palmer Court, a permanent supportive housing (PSH) facility with both single adults and families, was selected as the employment pilot test site.

Education Pilot Program: Final Evaluation

With the passage of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 the focus of public assistance shifted from income maintenance to employment. There has been much debate as to whether it is more effective to focus first on education or work activities in order to reach this goal. The literature suggests that a mixture of work activities supported by education is most effective (Gueron and Hamilton, 2002) unless the person has no basic education. In this case, it is best for the individual, their children and society to focus on education.

Exploring the Customers' Experience

Since the passage of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) and the creation of the Temporary Assistance to Needy Families (TANF)
program, many states have struggled to determine the type of skills and training necessary for front-line workers. While many clients were still clearly in need of social work services, funding and the shift in focus of the TANF program challenged welfare agencies to determine what was both necessary and feasible. While the long-term goal of PRWORA may have been to reduce dependency on government benefits, the short term mandate was to move people into employment.

Building a Foundation for Success: What does it take?

The vision of reformed welfare policy was always that of a one-way street. Participants were to move from welfare dependency to a level of self-sufficiency, thus making receipt of welfare benefits no longer necessary. Passage of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) addressed the fear that AFDC promoted long-term dependency by reducing the recipient’s ability to view themselves as self-sufficient.

As part of the implementation of new policies under the Temporary Assistance to Needy Families (TANF) program, there has been a dramatic increase in the types of circumstances that can lead to reduction or termination of cash benefits (Mathematica, 2003). The concept of “carrot and stick” is often used to describe the current work-based welfare system

The introduction of Temporary Assistance to Needy Families (TANF) as part of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 brought about many changes to our nation’s social welfare policy. Attention is commonly focused on the issues of time limited benefits and work requirements. Indeed these were significant changes in policy. Another, less discussed yet equally important feature, was the Individual Responsibility Plan (IRP).

This report of the “Understanding Families with Multiple Barriers to Self Sufficiency” study presents data and findings from Phase III, conducted from June 2000 to July 2002. Phase III had three major components: a) longitudinal analysis of welfare leavers, especially those who were closed because they reached Utah’s 3 year lifetime limit for cash assistance; b) in-depth data collection for a subset of respondents who achieved success despite possessing multiple barriers to self-sufficiency; and c) a report problem areas and intervention strategies for leavers found to be in a situation which immediately threatened their ability to provide food, clothing, shelter or physical and emotional care for themselves or their families.
